Be residents of the ward where the by-election is taking place.
Speak the primary language used for communication by residents of the electoral unit.
Possess a diploma or higher qualification in Social Sciences, Project Management or another relevant field.
Have at least three years of experience in voter education, community mobilisation or social work within the respective electoral unit.
Be mature, respectable and non-partisan.
Possess exceptional knowledge and understanding of local civil society organisations.
Understand the geography and social, cultural, economic and political dynamics of the ward.
Provide evidence of having successfully conducted voter-education activities or informal training in collaboration with existing social networks within the electoral unit.
Demonstrate an interest in electoral processes.
Demonstrate commitment to patriotism, nation-building, good governance, democracy, human rights and gender equity.
Not be engaged in another job during the contract period.
Commit to working exclusively for IEBC under the stipulated terms and conditions of service.
Possess working knowledge of computers, social media and digital platforms.
Possess proven report-writing skills.
